CORPUS CHRISTI, Texas — Tuloso-Midway schools have accelerated several projects from the $165 million bond proposal passed on Nov. 7.
TM-ISD Athletic Director Kris O'Neal said that the district already has some of those projects under construction.
"New turf, lighting, scoreboard everything. We want our kids to work to be the best we think these things help that," he said.
Construction crews are currently digging trenches and cutting concrete on the softball and baseball fields as part of the $5 million renovations to the fields and tennis courts. This work is slated for completion by February.
TM-ISD Superintendent Steve VanMatre explained how the district swiftly commenced work on the projects.
"We used what we call is the buy board which is a bidding procurement process that's legal," he said.
The school board also agreed to expedite the project by using funds from the general budget and reimbursing itself in March when the bond proceeds arrive.
"It's a vehicle that the municipalities and state government agencies can utilize to do their procurement directly," said City of Corpus Christi Procurement Manager Maria Pedraza.
Pedraza said that the city utilizes the buy board, a cooperative enabling them to identify qualified vendors and comply with state bidding requirements.
"The city will use cooperatives, mainly for services in goods that are maybe not as detailed as a project like Tuluso," she said.
VanMatre said the districts other bond projects will have to go the traditional route, which means construction won't start for a year.
