Desal plant construction resolutions OKed at city council

Four resolutions were passed during Tuesday's regularly scheduled meeting that commit the city to the project.

CORPUS CHRISTI, Texas — Corpus Christi City Council passed four resolutions Tuesday that make the city's Inner Harbor Seawater Desalination Treatment Plant Project a tangible reality.

The council voted 6-2 with one abstention to: 

  • approve the short list of recommended firms
  • to eventually execute a contract with one of said firms for Phases 1A and 1B of the project, as well as early-work projects and property acquisition
  • authorize an amendment to the master services agreement with Freese and Nichols
  • and moved to authorize a payment to AEP to help pay for necessary plant infrastructure

The firms in play for the contract are: Acciona Agua/MasTec, CDM Smith/PLW Water, and Kiewit

Once chosen, the second resolution would pay the design-build firm $68 million; $69.25 million for phases 1A and 1B and the early-work packages; and $750,000 to buy the necessary property, for a total of no more than $138 million, with costs attributable to Raw Water using SWIFT funding.  

The third resolution pertains to a master services agreement amendment with engineering firm Freese and Nichols worth $12 million for pre-construction phase support.

That agreement includes environmental protection and permitting; environmental assessments to complete property and easement purchases and final permit approvals; project facilitation, management, oversight, and technical assistance.

The fourth allows for $255,750 to be given to AEP to offset associated construction costs to build a 138 kilovolt substation.
