CORPUS CHRISTI, Texas — The Corpus Christi City Council will vote Tuesday on a resolution to officially establish the Mirabella Public Improvement District (PID) after holding the first public hearing on the proposal.
The petition for the new district, which covers the London area, was presented to the council in October. If approved, the Mirabella PID will become the city’s second such PID, following the creation of the White Cap PID in 2022.
A Public Improvement District is a financial tool that allows for improvements to be funded by property owners within the district who directly benefit from the upgrades. These improvements could include infrastructure such as roads, parks, and recreational spaces.
The Mirabella PID, a 300-acre development, would be located along Chapman Ranch Road and County Road 22. The proposed project includes 1,154 single-family and multifamily homes, as well as 23 acres of parks, 13 miles of hiking and biking trails, and amenities like a resort-style pool and sports fields for baseball, pickleball, and basketball.
Even after today's first public hearing, Assistant City Manager Heather Hurlbert says developing the district will be a multi-year process. After December, the developer will continue to identify infrastructure needed for development. The city will then put together a financing plan.
Hurlbert also stressed that these improvements would be paid for only by property owners that are within the district and those who benefit from the district's improvements.
After the council’s decision, the developer will continue identifying necessary infrastructure and the city will work on a financing plan. The project is expected to take 10 years to complete, with an estimated finish by 2036 and an anticipated taxable value of $467 million once finished.
